I have a '08 50cc Ruckus.
I love it.
But.

For the last few weeks I've been having problems getting her going especially from cold. There is spark & there is flow of gas. Once warm she's fine.
I have:
Changed sparkplug
Changed fuel and put in additive
Had carb cleaned
Had fuel tank cleaned
Replaced fuel filter
Replaced battery

What could it be?

Could it be the valve clearance as some have said? Mileage is 3,000
Local mechanic says a new ECM may be necessary (this sounds expensive and I don't want to pay out just to have the mechanic say it's something else)

Hello: Have you checked the bystarter? (enrichment valve) Check the service manual for specs.

also try a ecu reset
its super unlikely it needs a ecu lol, find a new mechanic

tried the ECM reset and it does reset as it should but she still won't start from cold
The ECM does get pretty warm though...
Alas there arn't many mechanics down here let alone service agents...

sounds like dirty carb or leak along the intake somewhere

try choking off the inlet on the airbox with your hand and starting it

...and the latest is...
after sitting for two days just thought wtf and tried it...
fired straight up. Ran perfectly.
Left it overnight thinking that the world's problems had been solved and then started it up in the am. No go. Back to the same old, same old.
One thing: I could not buy a new fuel filter (the one with the 90 degree outlet) so I cleaned it as best as I could. Could this be the problem?

just buy one from an auto or motorcycle store. make sure you put it on in the correct direction.

alas no auto store or dealer down here (Belize).
Have to get one sent down from the States.
