So yesterday I picked up my 07 Ruckus with 1900 miles from the original owner, an older gentlemen in Missouri.

Well in missouri they CAN'T title it even if they want to. I've been looking through other threads on here that I searched and it seems like most people end up getting around it without bonding the title but I can't find anything here in Iowa.

We actually have extremely lax laws compared to most states for vehicles such as no inspections/no emissions/no exhaust laws really / etc. But this is a nightmare.

I have all the paperwork from the original sale including the Manufacturer Certificate of Origin, and a missouri bill of sale for it.

Iowa is saying they can't title it without being titled in missouri first. I explain to them that it's impossible to title in missouri and then they say I need to have the title bonded. It means I'll be spending $100+ on a bond for 1.5x the value of the vehicle whatever that all means.

Either way its bullshit and I'm pretty peeved about it. I don't understand how it can be such a big deal to purchase a legit 1 owner moped from the original owner and title it. I'm close to just scraping the vin off and buyin a bare frame I can title or something.

I'd love to find someone in Iowa who has been through this crap before. It's still registered as a moped as far as I know here in Iowa, I do know the 2011 models and newer have to be registered as motorcycles now though.

I really don't want to do this bond crap if I don't have to, not only because of the fees but because I don't want it to be a typical DMV thing where it takes a million years to go through.
Any ideas?

I wouldn't scratch that VIN off cause if you run into a cop that knows what a ruckus is then you're in a world of hurt. Just get it bonded or sell it off to get a ruckus with a title.
